It comes down to the way a dog cools off. Panting is how they shed heat, drawing air over a wet tongue so moisture can evaporate. When the surrounding air is already loaded with water, the way Mississippi's so often is, that evaporation slows to a crawl, and a Frenchie can overheat on a muggy afternoon faster than you'd think. The fix is simple and worth taking seriously: walk in the early morning or the evening, keep water close, stay in the air conditioning through the heat of the day, and never leave your Frenchie in a parked car. The flip side is a short, gentle winter. Mississippi barely gets cold at all, especially on the Coast, where a January afternoon can feel almost like spring.
